Legal Aid Services are non-profit organizations providing free or discounted legal advice and assistance to low-income clients with non-criminal problems. Each Legal Aid office caries in the types of cases it handles and the fees it charges. Legal Aid offices handling Family Law issues include, divorce, adoption, custody, child and spousal support, visitation, guardianship, restraining orders, paternity suits and modifications of court rulings (decrees).

Native American Program of Legal Aid Services of Oregon (NAPOLS) is a nationally recognized non-profit law office specializing in the protection of Indian rights. Since 1979, NAPOLS has provided Indian tribes, groups and individuals with limited income with legal advice and representation.

St. Andrew Legal Clinic (SALC) is a community-based non-profit organization that provides quality legal services, in the area of family law, to low-income individuals and families who might otherwise not have access to them. Since 1979 SALC has served over 35,000 individuals and families.

Lewis & Clark Law School Legal Clinic located on the fourth floor of the Multnomah County Courthouse in downtown Portland provides legal assistance on family law issues such as, certain domestic relations issues such as, Family Abuse Restraining Orders (FAPA), stalking orders and child support modifications. The Legal Clinic generally does not handle custody cases. All cases are handled by students of Lewis & Clark Law School under the supervision of faculty and are subject to student availability and discretion of faculty.

Oregon State Bar Lawyer Referral Line provides callers with the name of an attorney specializing in their legal issue or matter. Referrals are made to an attorney close to the caller or wherever assistance is needed.

Fee: Free, when you are referred to a lawyer through the Lawyer Referral Line, the first in-office consultation will be no more than $35.

Oregon State Bar Modest Means Program was created to help moderate-income Oregonians find affordable legal assistance. This program is available for issues relating only to family law, criminal defense, and landlord/tenant matters at the trial court level (appeals are not covered by the program). Eligibility is based upon type of legal matter, applicant income and assets and availability of participating attorneys.

Fee: There is a $35 charge for the first in-office consultation.The attorneys charges will be at a reduced rate through the program, however attorneys will require a retainer up front, the amount dependent on the attorney’s estimated time it will take to complete the case. Client will be responsible for any court fee and other direct costs, such as long-distance phone charges and photocopying expenses.

Oregon State Bar Military Assistance Panel matches deployed servicemembers and their dependents with volunteer lawyers who have been trained to provide legal assistance relating to the Servicemembers’ Civil Relief Act (SCRA), and are able to help with a wide range of other legal matters.
